A message that was received while S was the current thread’s semantics.

By including a lifetime argument this ensures that messages are decoded (or dropped) before the thread’s message semantics change.

It may help to think of this as still holding a pointer to ’s, just that it’s a zero-sized phantom pointer (no need to lug around a word-sized pointer to a ZST object that’s just there for typestate).
